General Government Subcommittee

Agency Oversight

The General Government and Technology Subcommittee oversees the budgets for the Legislative and Judicial Departments, Statewide Executive Offices, the Offices of Administration, Finance, and Technology, Independent Agencies, and Central Appropriations.

Goals: To ensure that the business of the Commonwealth is carried out in an efficient, economical, and effective manner and properly funded through the legislative and judicial branches and the central administrative agencies of state government; that information technology expenditures are properly overseen; that state and state-supported local employees are appropriately compensated; that the Virginia Retirement System and other employee benefit systems are appropriately funded; and that appropriate state aid is provided for locally-elected constitutional officers and their employees.

Legislative Department

Includes the General Assembly of Virginia and nine other agencies.

Judicial Department

Maintains courts and magistrates in 31 circuits and districts, in addition to the Court of Appeals and the Supreme Court, the Office of the Executive Secretary of the Supreme Court, and five other judicial agencies.

Statewide Executive Offices

Includes the Offices of the Governor, Lieutenant Governor, and Attorney General, as well as the Secretary of the Commonwealth.

Office of Administration

Includes the State Compensation Board, which provides state funding for locally-elected Clerks of the Circuit Court, Treasurers, Commissioners of Finance, Sheriffs, and Commonwealth’s Attorneys.

Office of Finance

Includes the Departments of Accounts, Taxation, Treasury, the Treasury Board, and Planning and Budget.

Office of Technology

Includes the Virginia Information Technologies Agency and the Innovation and Entrepreneurship Investment Authority.

Independent Agencies

Includes the State Corporation Commission, Virginia Retirement System, State Lottery Department, Virginia Workers’ Compensation Commission, Virginia College Savings Plan, and Virginia Office for Protection and Advocacy.
